What Pass Can Foreign Parents Apply for Their Children? Rules After Obtaining PR or Citizenship

In Singapore, the pass eligibility for children varies based on the parent’s pass type (EP/SP/EntrePass), as well as whether parents hold Singapore PR or Citizenship.


If Parents Hold EP / SP / EntrePass

1.Holders of Employment Pass (EP) (Minimum monthly salary: SGD 6,000)

1) Unmarried biological or legally adopted children under 21: Eligible for Dependant’s Pass (DP)

2) Unmarried disabled children aged above 21: Eligible for Long-Term Visit Pass (LTVP)

3) Unmarried stepchildren under 21: Eligible for LTVP

2 Holders of S Pass (SP) (Minimum monthly salary: SGD 6,000)

The same rules apply as EP holders:

1) Unmarried biological or legally adopted children under 21 → DP

2) Unmarried disabled children aged above 21 → LTVP

3) Unmarried stepchildren under 21 → LTVP

3 Holders of EntrePass

To apply for DP for children, all three business requirements must be fulfilled:

a. The company has been operating for at least 1 year;

b. Employ 3 local general staff OR 1 local PME (Professional, Manager, Executive);

c. Annual business expenditure reaches SGD 100,000.

Once qualified, parents may apply DP for unmarried biological/legally adopted children under 21. Stepchildren and disabled adult children can only apply for LTVP.


If Parents are Singapore PR (Permanent Resident)

For unmarried legitimate or legally adopted children under 21:

1) Apply PR status directly for children;

2) Temporary alternative: Apply LTVP for children.


If Parents are Singapore Citizens

For unmarried legitimate or legally adopted children under 21:

1) Apply Singapore Citizenship directly for children;

2) Temporary alternative: Apply PR status for children.
