Singapore’s Minister for Manpower Tan See Leng announced in Parliament that the Non‑Traditional Source Occupation List (NTS‑OL) will be expanded starting September this year, adding eight new occupations.
New Occupations under NTS‑OL
The newly‑added roles span food services, social services and air transport:
Butchers, fishmongers and related food preparers
Food or beverage stall assistants
Kitchen assistants
Waiters/waitresses
Nannies and infant‑toddler carers
Early‑childhood educarers
Teacher aides
Cabin crew
The nine Non‑Traditional Source countries are Bangladesh, Bhutan, Cambodia, India, Laos, Myanmar, the Philippines, Sri Lanka and Thailand.
From September, employers may hire WP holders for the above eight occupations from these nine countries.
Mandatory Rules for Employers
Employers hiring WP workers under NTS‑OL must comply with two key requirements:
The proportion of such WP workers cannot exceed 8% of the company’s total workforce.
Monthly salary for these WP staff must be above S$2,000.
Background of NTS‑OL
Launched in September 2023, the Non‑Traditional Source Occupation List enables employers to recruit workers for specific roles from additional sources, offsetting impacts from rising S Pass salary thresholds and foreign worker levies.
In September 2025, the scheme was expanded to include Bhutan, Cambodia and Laos, opening up roles such as cooks, heavy‑vehicle drivers (Class 4 and above) and manufacturing operators.
