Singapore is set to launch a major policy upgrade for construction Work Permit (WP) applications. Starting next year, the entire entry and approval process for foreign construction workers will be restructured. Chinese construction workers will be the first group to benefit from the streamlined rules, significantly shortening the overall application timeline.

Old VS New Application Framework

Under the existing regulation, new construction WP applicants must complete their skill assessment and obtain the Skills Evaluation Certificate (Knowledge), also known as SEC (K), in their home country before travelling to Singapore. This mandatory pre-arrival certification has long been a time-consuming barrier for overseas workers.

Under the revised policy, applicants are no longer required to obtain SEC (K) certification overseas. Foreign workers may enter Singapore first and complete the skill assessment locally after arrival.

New Standard Application Workflow

The updated procedure follows a clear structured process:

First, employers must reserve a skill assessment examination slot with the Building and Construction Authority (BCA) before submitting the WP application to the Ministry of Manpower.

Second, foreign construction workers complete their official skill assessment after entering Singapore.

Validity Rules & Foreign Worker Levy

Workers who have not yet obtained their SEC (K) certificate will be issued a one-year valid Work Permit.

During the first six months of employment, employers are charged the basic R2 foreign worker levy, ranging from SGD 700 to SGD 900.

Penalty increment applies from the seventh month: if the worker still fails to obtain the required certification, the monthly levy will increase by SGD 600.
Upon permit expiry after one year, workers without valid SEC (K) qualifications will not be eligible for WP renewal.

Huge Efficiency Improvement

The policy overhaul drastically speeds up the entire application process. From recruitment to WP issuance, the whole procedure now takes only around one month — merely a quarter of the traditional processing time.

Official Implementation Timeline

January 2027: The new framework officially takes effect, exclusively for construction workers from China and Thailand. Eligible applicants can enter Singapore with BCA-approved vocational certificates.

January 2028: The updated WP process will be fully implemented and applicable to construction workers of all nationalities worldwide.
