Many clients ask: Can applicants under 21 years old sign a One-and-the-Same-Person Declaration in Singapore?
The short answer: They may apply, but cannot complete the application independently.
Applicants below 21 must attend in person together with their guardians, typically both parents, to sign the document.
- Divorced parents: If only one parent signs as guardian, a divorce certificate is required. Non-English divorce certificates must come with certified translations.
- Adopted applicants: An adoption document is needed to verify guardianship. Non-English adoption papers also require certified translations.
In summary, applicants under 21 are eligible for this declaration, yet the procedures are more complicated.
Application Steps
1. Draft the declaration form. You may use templates provided by Chinese agents, lawyers or receiving authorities. The document can be written in Chinese. Before finalising, confirm with the Chinese receiving authority whether they accept this format.
> Note: Due to legal differences between Singapore and China, Singapore notaries only certify that the signature on the document is genuine. They do not warrant that the content meets the requirements of Chinese authorities.
2. Make payment and send us the draft copy. Leave signature and date fields blank. We will book an appointment for you and your guardian to sign in the presence of a notary. The notary will then issue the notarised document. After notarisation, we assist with authentication at the Singapore Academy of Law.
Required Documents for Signing Appointment
- Identity documents (passport, ID card and all credentials stated inside your declaration)
- For divorced families: Divorce certificate plus translation, to be notarised together with your declaration
- For adopted applicants: Adoption certificate plus translation, to be notarised together with your declaration
Processing Timeline
The full notarisation and authentication package will be ready within 3–4 working days after the signing appointment.
