Singapore has released positive updates on its immigration policy.

On 26 February, Gan Kim Yong, Deputy Prime Minister and Minister for Trade and Industry who oversees national population matters, stated in Parliament that Singapore recorded around 27,500 resident births last year, with a total fertility rate of 0.87 — an all-time low.

Gan warned that without new measures, Singapore’s citizen population will start to shrink in the early 2040s.


Singapore Expands PR & Citizenship Intake

To address this, the government will roll out a set of measures. The most notable adjustment concerns the intake of permanent residents (PRs).


In the next five years, Singapore plans to admit about 40,000 new PRs annually, up from 35,264 in 2025.

For nearly a decade, the annual new PR intake had remained between 30,000 and 35,000 and had never hit 40,000, marking a tangible expansion of PR quotas.

The intake for new citizens will also be increased. While 25,000 new citizens were granted citizenship last year, the government expects to admit 25,000 to 30,000 new citizens each year over the next five years, subject to resident fertility and other demographic trends.

⚠️ Important note: Higher quotas do not equate to lower approval criteria.
