DP Holders in SG: Work and Business Opportunities

Dependant Pass (DP) is a widely used pass in Singapore, often for family members of Employment Pass or S Pass holders. However, can DP holders work or start a business inSingapore? Here's what you need to know:


Can DP Holders Work Directly in Singapore?

As of May 1, 2021, Singapore's Ministry of Manpower (MOM) has put in place some specific regulations regarding the employment of DP holders in Singapore. In short, DP holders cannot work directly in the country. Instead, they must apply for other work passes like the Employment Pass (EP), S Pass (SP), or Work Permit (WP), just like any other foreign national.


Applying for Different Work Passes with a DP:

1. Applying for EP or SP with a DP:

DP holders who wish to obtain an EP or SP must have their application submitted by a Singaporean employer.If the EP or SP application is approved, the DP will be canceled.

2. Applying for WP with a DP:

Similar to EP and SP, the application for a WP must be submitted by a Singaporean employer.

Notably, the original DP is not canceled, and DP holders must hold both the DP and WP. The validity period of these two passes is the same.

These work passes are open to citizens of all countries and are not subject to restrictions such as a six-month medical examination, a security bond, or pregnancy. If DP holders are already enrolled in the Ministry of Health's compulsory health insurance scheme, the employer does not need to provide medical insurance.


Can DP Holders Start a Business in Singapore?

Yes, DP holders can venture into entrepreneurship and become company directors in Singapore. 

However, there are certain conditions to meet:

1. Sole Proprietor of a Registered Singapore Company.

2. Partner in a Registered Singapore Company.

3. Holding at Least 30% Shares in a Registered Singapore Company.

In such cases, they do not need to apply for a work pass but can seek a Letter of Consent (LOC) from MOM.

To renew the DP while engaged in business activities, the company must employ at least one local worker. This employee must be a Singaporean citizen or a permanent resident and receive a monthly salary of no less than SGD 1,400. The company is also required to make CPF contributions for this employee for a minimum of three months.
